Making Clark County’s Safety Net Easier to Find and Accountable to Families

The county protects abused children, keeps families housed through a rough month, helps seniors stay in their own homes, and stands in for adults who have no one else.

This is one of the biggest things the seat does.

Behind the hospital sits a roughly $893 million safety net most residents never interact with directly: child protection and foster care for about 3,400 kids, eviction and rental assistance, in-home senior care, and guardianship support for vulnerable adults. It's large, it's necessary, and for most people it's completely invisible until the day they actually need it.

That invisibility is itself a problem. A safety net that people can't find when they're in crisis isn't fully doing its job, no matter how well-funded it is on paper and right now, most residents would struggle to say where to even start looking for help.

Manny wants this system run by outcomes, not just budget size, and made genuinely easy to access starting with making 2-1-1 the obvious, well-known front door, instead of something people stumble onto only after already struggling to find help on their own.

Make 2-1-1 the well-known, obvious front door to county human services.

Run foster care, eviction assistance, and senior care programs by measured outcomes.

3.

Improve how findable these services are — most residents don't know where to start.

4.

Protect funding for the roughly $893M safety net from being deprioritized.

5.

Report publicly on whether services are actually reaching the people who need them.
