Homelessness in Clark County remains one of the most urgent challenges facing our community. Thousands of individuals and families are struggling, and neighborhoods across the county are feeling the impact.
On a single night in 2024, more than 7,900 people were counted as homeless in Clark County, with over half living unsheltered. While significant public resources have been invested, it’s clear that more coordination, accountability, and measurable progress are needed.
Manny Kess believes we can do better — and we must.
His approach pairs compassionate outreach and real shelter and stabilization beds with smart, consistent enforcement that protects neighborhoods. He will require clear quarterly public reporting by area — including District E hotspots — so residents can see transparent progress. And he will work to ensure County-funded providers are focused on outcomes that move people from the streets into stability.
Success will be measured by fewer people living unsheltered, stronger support systems for those in crisis, and safer neighborhoods for everyone.
Revitalizing the Commercial Center
The Commercial Center District is a unique and culturally important part of our community. While many studies have been completed, and public funds invested, many residents are still waiting to see consistent, visible improvements.
The County has invested more than $12 million acquiring properties in the Commercial Center. Now, the community deserves a clear, public roadmap that outlines what improvements will happen first and when.
Manny will bring renewed focus and urgency to this effort. He will push for a step-by-step implementation plan with defined timelines and priorities so progress can be measured.
Basic quality-of-life improvements — lighting, cleanliness, safety, parking, and code compliance — will be addressed first to create immediate momentum. Manny will treat the first year as a year of visible progress, not another planning cycle. Drawing on his experience in hospitality and real estate, he will focus on practical execution and delivering results that businesses, residents, and visitors can see.

Affordability & Cost of Living
Across Southern Nevada, rising housing costs are putting increasing pressure on working families, seniors, and young professionals.
The median home price has climbed to nearly $490,000, making homeownership more difficult for many residents striving to build stability and long-term security.
Clark County has launched housing initiatives, but demand continues to outpace supply. To truly improve affordability, the focus must be on accelerating results and increasing the number of homes available at attainable price points.
Manny Kess will prioritize expanding housing supply, cutting unnecessary delays that drive construction costs, and measuring success by how many homes are actually built and occupied each year.
Programs that demonstrate real impact will be expanded. Those that fall short will be improved to ensure public dollars are delivering meaningful outcomes.
