Southern Nevada draws nearly all its water from a shrinking Colorado River, and the board that steers the county's side of that response is the same Clark County Commission on your ballot. The region has already cut per-person water use by 58% since 2002 genuinely the most aggressive conservation record on the river, achieved through turf restrictions, tiered pricing, and conservation incentives that already work.
That track record matters because the cuts aren't finished. Future restrictions are likely, and every round raises the same question: who absorbs it first when supply tightens further households, or large water users like resorts and golf courses?
Manny's standard is residents before resorts when that choice comes up. He wants the conservation rules that are already working defended and expanded rather than reinvented, with rate structures that stay fair for the households who are already doing their part to conserve.
